Is it only the duty of Govt to keep Capital clean and green ?

Braving incessant rain, volunteers come together for clean I G Park

ITANAGAR, Aug 20: Group of young volunteers comprising more than 150 in numbers today carried out clean drive in the Indira Gandhi Park, Itanagar.  Most of the volunteers came together through social networking site and an event page “Grab A Shovel-Help Clean Up IG Park” was created specially. Despite incessant rain large number of volunteers turned up since early morning for the programme.

Meanwhile, organizers of the event informed that this clean drive campaign which started in the month of April from Naharlagun town is basically being done to bring awareness among citizen of capital regarding need to keep city clean. “An idea born out of simple aspirations to see our State grow into something more meaningful is slowly but surely taking shape with likeminded people coming together. Each of us, hoping, that we can effect this change by reasoning with the communities around us, to participate and encourage the idea of "Civic Sense" and following it in its truest sense,” the organizers stated. They continued, “Looking around us and sadly seeing the gradual deterioration, most of us are aghast at our attitude towards the pristine environment and the way the systematic man made damages have resulted in the State of Arunachal Pradesh and the Capital Complex becoming just a shadow of its former self. If we don't stand up now, what will be left for the generations to come? If we don't come together here, won't it be too late? The affinity for bio-diversity and Nature should probably mean more to a Tribal than anyone else. Let's not forget - "We don't truly appreciate, till all is lost".”

“An act of littering a piece of paper, spitting in the side walk or dumping our household garbage in the streets is considered a normal routine and there is no hesitation in continuing this on a daily basis. This brings us to the question, is the Government alone responsible for the cleanliness of the Capital City or do we all, as conscious citizens; contribute in making ours a cleaner city. We appeal to each individual to quit littering our surroundings. We would also like to use this platform to request the Government of Arunachal Pradesh and the concerned Department to provide dustbins in all public places in the city. This would be a step in the right direction. It's also been observed that some sectors have a makeshift dumping area and here too the garbage is not cleaned on a daily basis.

It's needless to say that both the citizens of the Capital City and the concerned Government Department need to work together as a cohesive unit,” they continued.

Who is answerable ?

Dear Editor,

I would like to draw the attention of the higher authorities towards the problems faced by the Adi students studying in Lohit district as they are deprived of school stipend?

It is worth mentioning here that the stipend of the students has been enhanced after a revision (Ref: January 30th 2012, A Times). As per revision  students  from Class I-V were entitled to get Rs 560 a month in place of Rs 360, Class VI to VIII students will get Rs 575 in place of  Rs 375 and class IX to XII students will receive Rs  600 in place of Rs 400. The Govt has also agreed to release the stipend on monthly basis.

During my school days at Govt. Hr. Sec. School Namsai up to the year 2007, I did never receive any school incentives nor any stipend being an APST Candidate. And surprisingly still this is happening; the Adi students of Lohit district are strongly exempted from awarding of school stipend. When enquired about this deprivation to one of the principals, the principal clarified that he cannot do anything for this … as it is being blocked by higher authority. And these is the reason we (Principals) are not distributing stipend Form to them. And once the blockage is cleared we won’t have any problem in awarding stipend.

Now my question is who is that higher authority and who is answerable for such impasse?

East Siang a round up

Dear editor,

State’s centennial district East Siang has some ugly segments so culpable to divulge. It has historical measures to hoard, but it’s enduring state of affairs has stories to tell, new projects to embark on at the same time many unfinished task mocking at us.

PP road, the single lifeline for three districts West Siang, Upper Siang and East Siang, gives only bumpy ride. The developmental funds vanished into thin air, the withheld Nugong bridge manifest a timorous public and some opponent leaders akin to hibernating vipers. Many derelict schools conjecture dark future, some teachers roaming free, many funds siphoned, infirm road from Nari to Koyu, flood torn Mebo circle, the Ruksin Bilat area a backward region in spite of its hospitable geographical feature.  2011 bottom-line eviction and bombarding as Siang Pokran test, the wacky road project to no man’s land in Pangin neglecting people’s interest are perhaps the most daunting episodes in its history.

The K/oil supply is a dark story which the authorities never initiate action upon the dealing agency. The Pasighat cooperative lamp providing 20 kg rice out of 35 kgs leaving us wonder where they might be selling all the 15kgs. The price trudge of vegetable and fruit is above BPL level,  the persons who smashed the statues of national leaders  are roaming free. Pasighat law and order problem is worsening with robbery, prostitution, some schools became wine bar, on 15 August shopkeepers were robbed and assaulted. The police rather warned the victims “are we supposed to guard you round the clock?” All are pathetic making Pasighat the Itanagar of East Arunachal. It is an Andher nagri chopot raja.

Pangkang ballot box case disposed in closedoor without court proceedings, Assam encroached near Nari town, Maoist presence in Mer Gadum, the centennial district truly needs a CBI probe as many things are spineless and fund misappropriation is discernible into lopsided assets. In East Siang every field needs awareness, many schools are pathetic whereas Education Minister hails from this district who finally would end up in obvious lip service ‘Kaye’(I’ll see). Every body is responsible in all these disarray or all wouldn’t be deaf and seeing all are blind. Will the Government justify with an apposite answer? It will be apt declaring East Siang the most corrupted district of Arunachal. Once the torch-bearer turns in to the most backward, mundane, haunted and bizarre county.

Development remains a distant dream

Dear Editor,

In this era of rapid development, Richu-Krong circle in East Kameng district is still lagging far behind in almost all fields.

Though the people had welcomed the posting of a regular circle officer in 2011, after the years of neglect, the circle headquarter is yet to see the infrastructure development for better administration. The circle is yet to be properly connected by road.  During rainy season, the local people, particularly the emergency patients and their relatives suffer most due to poor road connectivity. One wonders, what happened to the all the previous schemes and fund sanctioned for road improvement ?

Similar questions may be asked in other development initiatives taken in the past such as water supply, electricity supply, and sluggish implementation of housing schemes without sanitary facilities, posting of medical personnel and educational staff without solving the accommodation problem. Yet these are not mere complaints but efforts to reach out the people’s representatives, department concerned and to urge them introspect upon their roles in  development for the people.

Yours’

Dali Tagio, President

Richu-Krong Town Committee

NMM and Women’s Rights

Dear Editor,

Anything bad must end one day. As I have said already that polygamy is the root cause of the domestic violence and atrocities on women in the state and it must be washed off from the face of mother Arunachal.

As the wearer knows where shoe pinches, so the women who are the serious victims of this crime only know how much they are suffering. A saying also goes when a woman is educated the members of her whole family become educated. Actually, she is the real head of the family in terms of management within the home in all respect. To make a family happy, prosperous, healthy and peaceful a mother must be happy first. When she suffers the development of a family and the education of the children suffer.

Today’s dissatisfied children will become the dissatisfied citizens of tomorrow and what good we can expect from such dissatisfied and love deprived citizens in society. So, I on behalf of the women of Arunachal Pradesh and on my own behalf earnestly request every responsible citizen to refrain from indulging in polygamy and  also ask the young unmarried women to refrain from getting into relationship with married man even if he approaches. Young female must think thousand times before agreeing to become a second wife.  We will take steps to identify those who are encouraging polygamy and take legal steps if necessary.

As a preventive measure, we will conduct moral and legal counseling to females of all age groups by inviting resource persons like lawyers, social activists and heads of all departments and autonomous bodies to create awareness on legal aids and laws available for protection of women from domestic violence and to give them rights and justice.

Solar Sector and  fund

The Government of India has been aggressively promoting solar power projects since 2010 as part the National Action Plan on Climate Change. The Jawaharlal Nehru National Solar Mission (JNNSM) plans to install 22,000 MW of solar energy by 2022. Within three years, 2009-12, India has gone from almost zero to close to 1,000 MW of solar installations in the country.

Though the JNNSM mandates a domestic content requirement -- meaning all projects must buy domestically manufactured solar equipment -- it does it only for the crystalline PV technology and not for the thin-film PV technology.

According to researchers, taking advantage of this loophole, the US is using the climate ‘fast start financing’ for ruining the Indian domestic solar photo-voltaic (PV) manufacturing industry.

Currently, 80 per cent of the Indian manufacturing capacity is in a state of forced closure and debt restructuring with no orders coming to them, while the US manufacturers are getting orders from Indian solar power developers.

Observers say, fast start financing is a US $30 billion fund set up under the United Nations Framework Convention on Climate Change. The fund, adopted at the Copenhagen climate meeting in 2009, is supposed to help developing countries deal with climate change impacts and limit greenhouse gas emissions.

Now, it is believed that the US has been using this fund to promote its own solar manufacturing, thereby benefiting themselves while knocking out the Indian manufacturing competition that doesn't have the same government backing.
